The Licensing Examination for Securities and Futures Intermediaries (LE) is run by the Hong Kong Securities and Investment Institute (HKSI Institute) and is designed to meet the competence requirements for individuals seeking to be licensed as Representatives or Responsible Officers, as recognised by the Securities and Futures Commission (SFC). Within this regulatory framework, LE Paper 1 is titled Fundamentals of Securities and Futures Regulation and is classed as a Regulatory Paper. Because the HKSI Institute describes the LE as a self-study examination, candidates must establish a disciplined review plan. In FY2023/24, the LE recorded 24,551 enrolments in Hong Kong with an average pass rate of 56%. These figures reflect LE-wide statistics across all papers rather than Paper 1 alone.

SFC Competence Framework and Licensing Requirements

Under the Securities and Futures Ordinance (Cap. 571, also known as the SFO), the single licensing regime covers 10 types of regulated activity (RA). Exam paper combinations vary depending on the regulated activity and licence role:

  • Type 1 (Dealing in securities), Type 4 (Advising on securities), and Type 8 (Securities margin financing): Representatives need LE Paper 1 as the local regulatory framework paper plus Papers 7 and 8 as recognised industry qualification; Responsible Officers need Papers 1 and 2 plus Papers 7 and 8.
  • Type 2 (Dealing in futures contracts) and Type 5 (Advising on futures contracts): Representatives need Paper 1 plus Papers 7 and 9; Responsible Officers need Papers 1 and 3 plus Papers 7 and 9.
  • Type 6 (Advising on corporate finance): Representatives need Paper 1 plus Papers 7 and 11; Responsible Officers need Papers 1 and 5 plus Papers 7 and 11. Sponsor work additionally requires Paper 15 for Principals and Paper 16 for representatives; matters subject to the Codes on Takeovers and Mergers and Share Buy-backs (unless exempted) require Paper 17.
  • Type 9 (Asset management): Representatives need Paper 1 plus Papers 7 and 12; Responsible Officers need Papers 1 and 6 plus Papers 7 and 12.
  • Type 10 (Providing credit rating services): Representatives need Paper 1 plus Papers 7 and 10; Responsible Officers need Papers 1 and 4 plus Papers 7 and 10.
  • Type 13 (Providing depositary services for relevant collective investment schemes): Representatives need Paper 1 plus Papers 7 and 19; Responsible Officers need Papers 1 and 18 plus Papers 7 and 19.

The HKSI Institute does not offer examination papers for Type 3 (leveraged foreign exchange trading), and there are no local regulatory framework paper or recognised industry qualification requirements for Type 7 (providing automated trading services). Candidates should consult official SFC guidelines for comprehensive licensing rules, including exemptions outlined in paragraph 4.4 of the SFC Guidelines on Competence. Under these guidelines, individuals are expected to obtain the recognised industry qualification and pass the local regulatory framework paper not more than three years prior to the submission of the licence application. For academic requirements, the SFC Guidelines on Competence expect an individual to attain at least Level 2 in either English or Chinese and in Mathematics in the Hong Kong Diploma of Secondary Education (HKDSE) or equivalent, though other academic or professional qualifications may be considered. Furthermore, for certain applications for additional regulated activities, an 'Extra CPT' requirement of five CPT hours for each RA applied for must be completed within six months preceding application submission.

Study Hour Estimates and Spaced Repetition Methodology

According to HKSI Institute guidance, candidates are estimated to need about 55-85 study hours on each regulatory paper (such as Papers 1, 2, 3, 5, and 6) and about 40-70 study hours on each practical paper (such as Papers 7, 8, 9, 11, and 12). These benchmarks serve for reference only and vary according to individual work experience and academic background. Implementing a spaced repetition methodology allows candidates to optimize these study hours by structuring reviews at progressively increasing time intervals.

Rather than relying on intensive passive re-reading, spaced repetition leverages active retrieval. Candidates test their memory of legal provisions under Cap. 571 and conduct standards set out in the SFC Code of Conduct at planned intervals, strengthening retention and preventing memory decay ahead of exam day.

Structuring the Nine LE Paper 1 Syllabus Topics

The current LE Paper 1 syllabus is version 3.5, effective from 30 June 2026. The syllabus consists of nine topics:

  • Topic 1: Regulatory overview of the Hong Kong financial industry
  • Topic 2: Principles of relevant Hong Kong law and the Companies Ordinance
  • Topic 3: Securities and Futures Ordinance (SFO)
  • Topic 4: Licensing and registration, and subsidiary legislation
  • Topic 5: Business conduct and client relations
  • Topic 6: Business operations and practices
  • Topic 7: Participating in the Hong Kong exchanges
  • Topic 8: Accessing public capital
  • Topic 9: Market misconduct and improper trading practices

A structured four-phase study plan maps these nine topics into actionable preparation stages:

  1. Phase 1 - eStudy Guide Overview: Review the complimentary eStudy Guide provided upon enrolment (accessible until the examination date) or purchased separately online (HKD200 for HKSI Institute Individual Members and staff of Corporate Members; HKD400 for non-members) to understand core statutory concepts across Topics 1 to 9.
  2. Phase 2 - Active Flashcard Retrieval: Convert high-yield compliance rules from Topics 3, 4, and 5—such as licensing standards, subsidiary legislation, and the SFC Code of Conduct—into active retrieval flashcards, repeating reviews over expanding intervals.
  3. Phase 3 - Targeted Scenario Practice: Test knowledge against practical questions covering Topics 6, 7, 8, and 9 to identify weak areas in exchange operations, public capital raising, and market misconduct rules under Cap. 571.
  4. Phase 4 - Final Exam Simulation: Conduct timed revision sessions reviewing all nine syllabus topics to consolidate speed and precision under examination conditions.

Official Practice Tools and Exam Question Technique

Candidates can test their preparation using official HKSI Institute resources. The institute offers an optional, fee-charging online practice questions eCourse for LE Paper 1. Enrolling provides unlimited attempts within 30 days after enrolment, where each attempt has 60 questions to complete within 90 minutes covering all nine topics in the syllabus. The HKSI Institute notes that this is not a mock exam. The fee is HK$300 for members and staff of corporate members, and HK$600 for non-members. Additionally, candidates can access free Sample Practice Tests for Paper 1 (paper-based). The HKSI Institute states that it has not authorised any third party to offer LE revision tools or study support resources.

LE multiple-choice questions consist of a stem and a choice of four possible answers. The HKSI Institute explicitly states that the LE is not an IQ test and that guesswork cannot be relied on. When answering questions, candidates should carefully analyze whether the stem tests SFO statutory obligations or SFC Code of Conduct ethical duties, eliminate incorrect distractors, and retrieve exact compliance thresholds before selecting an option.

Examination Rules and Administrative Policies

According to the HKSI LE Examination Handbook (1 June 2024), candidates must follow specific operational rules on exam day:

  • Arrival and ID Verification: Candidates must report to the assigned examination centre 30 minutes before the examination starts and present valid identification whose English name matches the HKSI Institute record; otherwise they receive an ABSENT grade.
  • Exam Interface and Language: The examination mode is a computer-based examination (CBE) where the examination question language is English and Traditional Chinese, and the examination system interface is English.
  • Results Viewing: Candidates can view their grade (PASS, FAIL or ABSENT) in the examination system immediately after the session and can download the Notification of Results and Performance Analysis from the Online Portal approximately two hours after the examination.
  • Rescheduling and Withdrawal: No rescheduling of examination sessions is allowed regardless of circumstances, and all fees paid are non-transferable. Withdrawal is only available for upcoming examinations via the Online Portal on or before the withdrawal application deadline, where the examination fee less an administration fee is refundable.
  • Results Rechecking: Candidates may request a results rechecking in writing within 21 working days from the examination date for an administration fee that is refunded if the original result is found incorrect.
  • Certificate Requirement: The preset combination of LE papers for an HKSI Institute Certificate must be completed within three years, counted from the date of the first LE paper the candidate passes.
